Organizing "All Programs" menu

I am trying to group programs under appropriate folders e.g. All
relevant Internet programs under "Internet" etc. I have been doing
this by going into "Start/Explore all users/start menu/programs" then
draging programs to the appropriate new folders.
However, some programs appearing in "Start/All Programs" do not appear
in the above start menu/programs and I can't move them.
Why is this? Or am I trying to do this incorrectly?. Any help
appreciated. Thanks.

Try organsiing these folders directly in Windows Explorer

C:\Documents and Settings\All Users\Start Menu\Programs
C:\Documents and Settings\Username\Start Menu\Programs
wher Username is your specific user name (e.g. nikolin)

There is no problem whatsover doing it yourself, provided you keep in
mind that some items like Administrative Tools and Startup are special
and are best left alone unless you know what you are doing. The
difficulty is that some installers will install programs in All Users or
in the Current User without asking you. So when you go in explorer, you
only find part of what you expect if you look at only one location.
Unless you want different start menus for different users, I suggest you
only use All Users to organise your menu, making sure to move there the
links that might be under Current User or the user name you chose. Just
leave alone the two folders above mentionned (but you can move their
content at will) and all will be ok. Good luck.

I agree absolutely 100%

Thanks for adding this info. to what I posted. I found that Administrative
Tools and Startup are special, but I didn't think to say that.

In fact, I *only* use the All Users folder for my Start Menu. That way,
there is no conflicy and I know what is where
