organize start menu?

I have four columns of programs in my "start all programs" list - is there a
way to make folders to put programs that are similar to shorten list and get
organized??

you mean like in right click start button, open all users, double click
Programs, right click in the window and New Folder <Your New Folder> and
then drag (or cut/past) the items from Programs folder into <Your New
Folder> the way you want them ??
