I am trying to use my fill handle button, and it is not working for me. Do i
have it disabled maybe?

Maybe! Look at
Tools > Options > Edit tab
"Allow cell drag and drop" should be checked.
 
Hi Mrs. Woods,

Perhaps Tools>Options>Edit Tab
and check Allow cell drag and drop.
