Option to "Open" missing

Having a problem on one PC in which the user is viewing a PDF in IE. It
should prompt the user with the options "open", "save", and "cancel". The
only options are "save" and "cancel". She is having to save the file to disk
first to view it. Any suggestions on how to fix this?

What PDF reader is installed?

Reinstall/Repair your PDF Reader ?
OR if it have a setting for viewing PDFs in web, tick that.

Note : Not all PDF Readers have the option of viewing the content in
browser.
