Option for locking toolbar missing

I recently, absent-mindedly, right-clicked on "something"
which seemed to rearrange my tool bar (which now is
locked). The problem is that when I went to unlock the
tool bar, the option for locking was missing from
the "View" options--the same when I right-clicked on the
bar itself. I can't seem to find any help in the FAQs.
Any suggestions?

Thanks Don, but didn't help my problem. First,
the "customize" option is still available, but it doesn't
help with the locked toolbar problem. Secondly,
the "NoBandCustomize" or "NoToolbarCustomize" options are
not at the end of that string. I'm using XP. I'm not sure
if that's an issue.
