Optimize HD When Idle

One of the settings with TweakUI, is Optimize Hard Drive When Idle.
Is this the same as Defragment? If I use a Defragmenter on a regular schedule,
can I safely turn off this option?

You may turn-off 'Optimize Hard Drive' if you wish.

How can you turn off this optmization? I've seen it no where on my system
or on tweak-ui.

It's in Tweakui, under General, toward the bottom of the list. : )

No don't. It is the intermediate 'Prefetch' optimisation, that uses the
details of pattern of loading of files when you start a program to
optimise the layout of just those files so as to speed up load
subsequently. It makes an appreciable difference, but is not quite the
same as defrag. It will come in automatically every three days in a
period when nothing is going on
