You haven't given us enough information to let us give you a good answer.
For some simple programs, the answer is yes. But for most Windows
applications, even if you copy all the executable and other files for the
program, you still must run its Install or Setup to let it write the proper
entries into the Windows Registry.

program and which operating system(s), for starters.
