Open Office is nothing to do with Windows (just as MS Office isn't either)
Post your problem here:

openoffice.org is a web address (URL) and not an executable which
means that it should end with .exe or .com
Try soffice.exe and OpenOffice will activate. Type in your browser
openoffice.org and press Go, OpenOffice website will open.
Go to the computer that is giving that error and go to:
Start>Run>type MSCONFIG and press OK>Startup tab
Scroll down to MicrosoftOffice and uncheck it>click Apply and Close.
Reboot.
