Opening Spool (.spl) Files

Is there anything available to open Windows Print Spool (.spl) files?
The shadow (.shd) file says they are WinPrint NT EMF 1.008. I created
these files by turning on the printer option "Keep Printed Documents".

My ultimate goal is convert these to PCL using some type of utility
that can be executed from a batch (.bat) file.

If you turn off advanced features in the printer properties and use a PCL
driver then they will be PCL.
