Opening Size, Balloons and The Unknown P

Thanks everyone for your help. With your help here is what I found.
To get rid of the balloons, these are the ones that tell you when a
new piece of hardware is found or your start menu has too many
programs but not the ones that identify icons, a registry change is
needed. It can be found at Doug Knox's site as a vbs file.
As to opening size for a program including Windows Explorer, and this
only works for some programs, not all, go to the start menu, or quick
launch bar or desktop icon and right click it. Go to properties,
shortcut, run and choose normal, maximized or minimized. Apply and OK.
And like I said this is only for the programs that have these choices.
The Unknown P had it nailed.
Thanks all.

I'm not sure what you mean. I just have the time at the lower right
on the task bar. I click it for the date. Looks the same to me as it
was before I removed the balloons.

No, it won't be removed.

Disable Balloon Tips or Disable All (Row 11)

Disable All includes: Balloon Tips, Folder Contents Info Tips, Explorer
Pop-Ups, Show Info Tips, Start Menu and Notification Area.

To use the Regedit: Save the REG File to your hard disk. Double click it
and answer yes to the import prompt. REG files can be viewed in Notepad by
right clicking on the file and selecting Edit.

However, if you do want the clock removed or restored, that can be done with
this small utility (that also corrects many taskbar issues):

Repair/Customize Quick Launch, Taskbar and Notification Area
