opening second IE window

I cannot open a second IE window. All I get is an outline box and sometimes I get the buttons at the top. Any help?
 
Can you hit Ctrl + N and get a second window?

Make sure your popup blocker program is not interfering with the opening of
the second window. Temporarily disable any popup program (including Google
bar), anti-virus, and firewall.
