opening ports in internet gateway doesn't seem to work

In my LinkSys I configured port forwarding, port 21 to my IP.
In the Internet Gateway icon I checked the FTP checkbox, however someone on
the internet still cannot to my ftp server. I do not have the ICF enabled.
What shall I try next?

IE6 add a new check box for FTP. Check the box in Internet Options,
Advanced.
