OPENING NEW TAB

I HAVE CHECKED ALL SETTINGS AND IT IS ALL CORRECT BUT WHEN I TELL IT TO OPEN
IN NEW TAB IT OPENS A NEW INTERNET EXPLORER PAGE. I HAVE TRIED CTRL + ENTER
AND IT DOES NOT WORK FORM.
 
How did you tell it? Did you say "please open in a new tab?" or in a
commanding tone "open in a new tab this instant?"

The defaults for web links in IE 7 is to open in "a new tab in the current
window". Go easy on the All caps.
