Opening new IE window creates blank page

When I open a new page in IE the second window is blank. Same also happens
for java windows, pop-ups, etc. It actually tries to load but it never does.
Stopping the load and refreshing loads the page immediately. Searched the
knowledge base coundn't find anything, but that could be because I'm not good
with the technical terms.
