Opening Multiple Web sites in IE

I'm using Windows XP and have 5 users set up. One of the 5 users can not
open multiple web sites at one time. IE limits the user to one window only.
Even when we use Open New Window when clicking on a hyperelink only one
window stays open. This is not an issue for the other users who are using
the same computer. Any ideas as to how to enable multiple windows?
 
try this:
go to IE with it open on their desktop,
and go to the top of it to:
Tools>internet options>advanced>
and then be sure to untick
'REUSE WINDOWS FOR LAUNCHING SHORTCUTS'
