Opening .mdb error with Access 2000 from location

Access 2000 keeps asking for Office 2000 disk 2 when I start a .mdb file from
its location. Opening Access first gets around this, but it is really
annoying. Only does this with users. Not with administrator. I has set "full
control" for users but I still receive error.
