Opening Links In New Window (wrinkle)

Craig, See "Can't open link in new window" posted about 6
minutes after your post. Are these the same symptoms as
yours. I have not installed any of the patches for the
various viruses

No, I get a fully functional window, just no content (page cannot be
displayed).

It was a DLL registration issue. Here is how I fixed my issue:

This article included some additional DLL files that were not included in
previous aritcles I had followed covering this issue. Hope it helps someone
else.
