opening hyperlink in outlook

received e-mail with an attachment that is a hyperlink

when trying it to open on this computer, I get a dialog box titled
Locate Link Browser

a cursor is flashing in bottom of box that asks for file name

I can open this hyperlink by copying and pasting into my internet explorer

please help
