Opening database is not allowed

My users get this message: "The database has been placed in a state by user
'Admin' on machine 'DDC3Q8J71' that prevents it from being open or locked.
What does this mean? How come they cannot get in?

Assuming Admin is a member of Admins, click Tools | Security | User and Group
Permissions | Groups | Object Type Database and uncheck Open Exclusive
permission for Admins prior to clicking OK.
