Opening Control Panel causes Explorer.exe to Shut Down

When I try to open up the control panel, it comes with an error says
Windows Explorer has to shut down, and thus never opening the control
panel. What's up here?

Probably a corrupted system file. Try these things (seems to be my favorite
advice today):
Start | Run | Cmd | OK
sfc /purgecache
sfc /scannow (may require any CD but of exact same type and OS as was
used during install of Windows)
sfc /purgecache
exit

If that doesn't do it, then can you go back to a previous restoration point
where the problem did not exist?

If that doesn't do it then a "repair" re-install of XP is maybe your fastest
and easiest fix, else a tremendous amount of troubleshooting might be
involved. The original CD used to install the current version of XP
absolutely must be used when doing a repair reinstall, using any other might
cause permanent lockout from using XP at all (alternately, you can buy the
full retail version of XP Pro and "upgrade" without loosing all your stuff)
and potential loss of everythng you have.
