"Control Panel" help

I cannot access my control panel;
When I click on Control Panel, I get an error -- "Windows Explorer has
encountered a problem and has to be shut down"; then an error report is
generated; and then, my desktop shuts down and I get a white screen with
"Active Desktop Recovery" stated at the top???
