Opening an internet shortcut in a new IE window

How do I create an internet shortcut that will cause the
web page to open IN A NEW WINDOW instead of replacing the
current web page being displayed?

In the IE > Tools > Options > Advanced uncheck "Re-use windows for
launching shortcuts". If this does not do it you may want to repost
