Opening 3 MB .bmp file in outlook

Received email with 3mb bitmap attachment. When double
clicking to view, receive "The image is too large (Too
many bytes) message.

If i save the attachment elsewhere, it opens with photo
editor.
 
What is the problem with it opening with Photo Editor? All your images
files must be associated with Photo Editor by choice?
