.url attachment problem

I using Outlook 2003 to receive email (no Exchange server), and when i
receive some email with .url files as attachment, I can't open it by double
click the attachment inside outlook, I have to "save" the attachment to
local and open it.

any solution can solve it?

Set IE as your default web browser. Try to doubleclick on attachment again.
Does it give you any warning/error messages?

That is a feature of Outlook's enhanced security. No, you can't avoid it.
