Open word 2003 doc when using 2007 version

I am having trouble opening attachements in emails which are created using an
earlier version of word. I have the 2007 version. When I click on the
attachment to open or save it, there is no option to convert this file. I
click on either save or open and it says that the document is downloading but
shows no file size or download remianing time, and it doesn't open.
Does anyone know how I can open these .doc files on my system?

You should be able to open Word 2003 documents in Word 2007 without problems.
If this occurs with a particular document, ask the sender to send you the
file again, as the previous version may have been corrupt.

We have had the email resent with the problem continuing to occur.
This has only started since the sending agency has recently switched over to
2007 it seems. Several users from said agency have sent word doc files via
email to several different users at our location that are using word 2003. If
a user locally, forwards an email in question to me, I can open it with 2007
where if they are using 2003 it appears corrupted.
So, what could cause a doc file created in word 2007, saved as a doc file,
not a docx, to be unreadable by word 2003 but the very same doc works fine
when using word 2007?
This seems to be only one office group from the other agency sending the
emails in question. Is there anyway the agency using 2007 is doing anything
odd in saving the file as a doc?
