Open With ... Problem

All standard updates installed
Dell D600

I have recently starting having this problem: When I atttempt to use Open
With | Select Program ... , Notepad opens instead of the program selector box.

Any ideas ... ??? Thanks.

Clicking the "Open With" or "Choose Program..." option always opens the file
with Notepad?:
