Open with menu is empty when I right click on a file name (0/1)

When I right click on a file, for example, filename.jpg, and choose
the open with menu, I used to have options such as open with
photoshop, acdsee, etc or choose program. Now there is no drop down
menu to choose an option. I can get the options if I high light the
file name and go to the file menu and choose open with. But I really
like the convenience of the right click. I have had several
suggestions on what to do but nothing has worked. And searching the
knowledge base as found zero results. Hope someone can help with the
problem. I have attached two screen captures. One is from using the
file menu and the other is from the right click menu.
