"Open with..." context menu never displays a dialog

I am using Windows XP Professional.

When I right click a file and choose "Open with...", instead of displaying a
dialog box with a

list of programs to choose from, the file is opened in Notepad.

* This happens for all file - those with known and those with unknown
extensions.

* This problem is present in all windows user accounts.

Can anyone help me with this?
 
Clicking the "Open With" or "Choose Program..." option always opens the file
with Notepad?:
