That depends. What do you want the computer to be able to do?

If you mean, open from the internet, the answer is to get a firewall. If
this is a standalone computer, a software firewall is fine - ZoneAlarm,
Sygate, etc - they even make free versions. If you're on a network, I
suggest getting a hardware firewall appliance to put between your Internet
router and your LAN - you can get them for as little as $80 USD or so
(NetGear FR114P).
