Open other user's folder option not available

We have a few Outlook 2003 users in which the Open->Other User's folder
option is grayed out. All other users have this option enabled. We are
running Exchange 2003, and both users are local admins on their own machines.
How can I enable this option for them, or better yet, why is it disabled on
only their machines?

Fixed it, the problem was that the users were working offline.
