Open in New Window option DOESN'T WORK

First off, I had Norton ANtivirus on my computer and it
stopped any pops ups from coming through. It WAS letting
my right click>>Open link in New WIndow to work. Then,
all of a sudden it doesn't work anymore??? I uninstalled
Norton completely and have been frantically trying to
figure out why it won't work. On a website, if they have
a hyperlink that opens in a new window, IT DOES NOT WORK
EITHER. It took me a VERY long time to be a ble to get
to this duscussion board because a lot of Microsoft's
links open in new window. PLEASE HELP

In order:

* Inspect the Browser Helper Objects loaded in Internet Explorer and disable one by one using any of these utils:

Using ToolbarCop to remove the unwanted Toolband, Toolbar Icons and BHO:

BHODaemon - disable unwanted browser helper plugins:

If that does not help, try:

* Try IEFIX Utility - http://www.mvps.org/sramesh2k/IEFIX.htm

Go to start run and type regsvr32 urlmon.dll /i this will
reregister the dll file that controls the Open In New
Window
This has worked for me in the past of course there may
be other causes.
