"Open in new window" is a no-op

Mysteriously clicking on "open in a new window" has no
effect. Ditto with clicking on hyperlinks in e-mails and
the like. No message, an hour glass appears momentarily
and then nothing happens...

Did a restore to a previous point and cleared IE history
and temp files and reset security and advanced tabs to
default but to no avail. Can't find anything in KB - Any
help appreciated!

P.S. posting is from a different computer, since
clicking "new post" opens a new window and this operation
doesn't work on the affected computer!

Thanks, Rick. I tried that and also some other *.dll
recommended on another web site, but no help. I believe
PopUpStopper got corrupted somehow, because I disabled it
and the main problem went away.

I'm left with the problem that "Top of Page" does not
work....
