OPEN FILE OPTION IS GRAYED OUT WHEN FILE IS LOADED

When I select a TIF image from the Internet I no longer
get the OPEN Option (it is garyed out). I must save the
file and then double click it to open it.

I followed MS article 320289 aboy reassociated the file
extension with no luck. I repaired IE6 with no luck. I
associated a different program with the TIF extensions.

Any help resolving this would be appreciated.

I found the solution. It is documented in MS article
319829 if anyone else needs it.
