Open Exclusively?

I have Access 2003 databases that are local to my machine and not being used
by other users; when I try to open them I get the following message: "The
Microsoft Jet database engine cannot open the file [database]. It is already
opened exclusively by another user, or you need permission to view it's
data."

I am the Admin on this machine and have complete access. If I copy the
databases to another machine, I can open them without a problem. Any ideas?
