Open Each Folder in Same Window

I have "Open Each Folder in Same Window" checked, yet
when I double-click any folder in the Explorer Browse
window, it opens that folder in a new, separate window.
In other words, checking or unchecking that Folder Option
makes no difference. Does anyone know how to correct this?

That only applies to the folder window itself. After having opened the
folder, any navigation in that window will reuse that window INSTEAD of
opening a NEW window.
