Open a new window on same page

I am unable to watch a video on a certain web page: when I click on the
link nothing happens -- you stay on the same page. I asked the
webmaster and he writes: "Those links, while keeping you in the same
page, are designed to open a new window to play the movie. It is likely
that your browser is not set to allow separate windows to open without
closing another. You can change those browser settings manually." How
do I do that? Thanks.
