open a new window by clicking on a link

When I click a link in a website, it opens up a new window. However, the window would be blank! It will not show any content in the new window at all. Does anyone know how to fix that?
 
1. You click on a hyperlink in and an IE window doesn't even open:

Installing the latest Cumulative Patch for IE may solve the problem as a
side-effect. Check in at Windows Update.
