open a html page with a command

I want to know how I can open an html (htm) page with a parametre.
when I open a page with dos I type "iexplore c:\test\test\test.htm", and IE
open test.htm normally. But for my use i have to open test.htm?num=va011x,
and when i type "iexplore c:\test\test\test.htm?num=va011x",
I have this message :
" Microsoft Internet Explorer
Impossible de trouver
file:///c:/test/test/test.html%3Fnum=va011x
Vérifier que le chemin d'accès ou l'adresse Internet sont corrects."
(translation : check that the access path or address Internet is correct)

My test.htm is a "launcher" and you have give it to it a parametre for open
the good file. It opens a flash file.
