Access file won't open from MSIE

I'm not sure if this is really an Access question...

I have an Access 2000 database uploaded to an Internet site. I have a link on a page that, when clicked on, prompts the user to Open or Save the file. The file can be saved if Save is chosen, but I need the user to have the ability to open the file. When Open is selected, the status bar shows "Downloading from site: [file]" but after a few seconds, that disappears and nothing happens.

I checked My Computer ->Tools, Folder Options and made sure that File Types for Access are appropriately set.

Any help or direction would be appreciated. Thanks!

Running an Access file over a slow link, such as an Internet connection,
isn't a good idea. If this is what you need to do, then give the web server
access to the file and build web pages that will access the file. For more
information on doing this please try the
microsoft.public.access.dataaccess.pages newsgroup or one of the FrontPage
newsgroups.

Why isn't it a good idea?

All my users have Access installed on their machine - The file I'm actually working with is in an Intranet on a forum run by Sitescape. The Sitescape tech support people were able to open the file in the test page I referenced in my first post by selecting Open, so that tells me that I should be able to as well. We have narrowed to down to NOT be a Sitescape issue, which brings me to Microsoft.

The reason it is not a good idea over a slow connection is because there is
too much data being transfered. I suspect it would "function", but you won't
want to wait on it. It could easily take several minutes to even over an
hour to get it to work. Also, if you start having connection problems while
waiting this long, you're going to corrupt the database file.

also, even if you do "open" it - you will actually download a copy of the
mdb to the harddrive, so any changes will only be stored locally...
the problem your users are facing is probably related to internet security
settings (all office products are deemed unsafe ...)
