there are a couple possibilities.
1. the file association is wrong or missing... can you double click on your
file and have it open the correct application and load your file?
2. the 'start in' directory is wrong so that the application can't find your
file.
3. the shortcut is incorrect, can you click on the shortcut after the
machine is running and get it to open the application and load your file?
an error in the target line of the shortcut could start the application but
not give it the proper filename or other flags to load your file.
