OOO Database?

Is there a way to create an out of office database in Outlook? We used to
have Lotus Notes and people miss how Lotus had an OOO database. All users
could have access to it to add their absences and reasons. And we could all
view it to see when people were OOO. Not sure if Outlook has the same
capability? Thanks for your help.
