Only top blue bar is coming up

Basically, overnight IE 6.0 stopped working on my personal pc (Windows ME).
The top blue bar is the only thing coming up. So, I can't access anything
on the tool menu (as it doesn't appear) or enter a web address (the window
doesn't appear). I have re-registered all the .dlls. I have re-installed
it. Nothing is helping. My netscape browser continues to work as expected.

I do play an online, interactive game that is memory intensive
(Toontown.com). Not sure if that would have caused a problem.

Any advice as to what to look for or to try?

Place the mouse cursor over the bottom edge so that it becomes a double
arrow. Hold down the left button and drag it down.

In addition to what everyone else has told you, if you're using Window
Blinds you'd see that if you'd right clicked on the very topmost portion of
the open window and right clicking in the same area will bring it back to
normal.
