Only Administrator can print - is there a fix?

My friend has an HP Officejet V45 printer. HP have confirmed that an
account has to have administrator privileges to print. What I'd like to
know is whether there is some selective easing of permissions which would
get round this. What are the stages involved in a document leaving it
application and ending up on paper - is there a document out there somewhere
which summarises it?

This must be installed on an NT system, correct? If it is, just create an
NT security group with all your users in it and then in the security tab of
the print driver, give that group full control over the printer.
