Only account working properly is Admin Account

did a fast repair after virus infection and ever since
active directory doesn't work.
1. Cannot create new users in active directory users and
computers.
2. Cannot add users to groups
Everthing else seems fine. Users can login and do their
stuff.Any help would be appreciated.
 
And the error you are getting is ? Can you create users remotely from a
workstation in you install Adminpak.msi from the server ?
