When this happened to me it turned out that I had run out of my allocated
space for temporary internet files in Internet Explorer

Use tools/Options/General/Temporary Internet Files/Delete Files to clear
your temporary cache of web files and see if this helps.

This has happened to me on many occasion, and clearing TempInternetCache did
not solve the problems. As I download many images, this clearly did not
work, therefore prompted my migration to Firefox. Of course, Firefox has it's
own peculiarities, but between two programs, I can usually get what I want.

After clearing the Temporary Internet Cache did you try restarting your
computer?
Sometimes that helps to fix the issue.
