OneCare (or Vista) shutting down FW and AS?

I am running Windows Live OneCare (30-day trial) on my new Windows
Vista Business system. I am doing this while I wait for ZoneAlarm to
release their suite (or I might keep OneCare). My AV in AVG Pro 7.5x

Problem --> Although the icon in the bottom tray stays green and
opening the OneCare app indicates that all is OK, it seems that the
Windows Firewall AND Windows Defender often shut themselves down.

How do I know this?

Simple... I start Windows Defender or Windows Firewall and it pops-up
as OFF (w/security warning). I need to turn them on!

a. Is it normal that OneCare says that all is OK while the individual
apps say otherwise?

b. Is it a known "feature" (sic) for OneCare (or Vista) to shutdown
the security portions without advising the user?

One Care disables Defender and the Windows firewall because it has its own
firewall and spyware protection. This is by design.

Well that explains it. I wonder why Microsoft doesn't display this in
MS Defender and MS Firewall? I thought that they were the same.
