One Record per page?

I have a Report that I would like to have only one Record per page. At this
time I have the Sorting Grouping Keep Together set to Whole Group. It works
ok if each record has data that will fill more that half the page. But I do
have some that will fit in just under the record that uses half the page so I
get more that one on a page.

How can I get it so that each record has its own page?
