How do I convert a h:mm so I can multiply it by a dollar amount?

The amount is a per hour rate. So 1:45 minutes * $80 / hr. = $140.

First of all, I hope your format of h:mmm is a typo.
The use of 3 "m"s will display months, *not* minutes.

If your hourly rate is in A1, and your time is in B1 (h:mm), then try:
=A1*B1*24
