One large web or subwebs??

I currently have a regional website based on US counties. Every page has
different content. In my current setup I have a 'states' folder under the
root. Within the 'states' folder, I have a folder for each state. Within each
of those I have 2 folders (counties - which houses a webpage for each
county, and a forms folder which houses the forms for each county in that
state.) Under each particular state folder I have a index.html file.

As you can see there are a lot of pages(6000+) I ran into a couple of
problems with my current host(1and1.com) whenever I tried to publish the
pages. If I published each particular state folder everything worked fine.
However if I tried to publish web or entire 'states' folder. I would get an
error 500 - unexpected error / timeout error. This was random, however I
narrowed it down that it had to be either the number of pages to publish /
import. I tried numerious things including deleting all files in
site(including the _vti) removing extentions and starting from stractch. All
with the same results.

As I mentioned I was finally able to get all pages uploaded by importing
each particular state one by one. Everything appears to be working fine.
However I noticed that if I try to run reports(usage,verify links etc) that I
get same error. It appears to take a LONG time and then the error occurs. If
I create a page it does save but the process also takes a long time.

I am wondering if I move each of indivdual state folders out of states so
that they are at the root level and then convert each of those into subwebs?
Would that improve performance. Or is this something I should contact the
host about? I did check the server health from frontpage admin page and all
appears ok.

Is there a more effcient way for me to set this up?

Converting each state to a subweb would be a good option, yes.

The most efficient way to handle this would be to have a database driven site, which only require
you to have at a minimum maybe 10 pages to handle the entire country.
