on startup I get message: reinstall MSVCP70.dll

When I start up my computer I get a message:

" Reinstall MSVCP70.dll."

Can anyone tell me what this is??? How do I fix this??

(operating system is xp pro)

Dan, you can go here and download a fresh copy of that dll.
http://www.dll-files.com/dllindex/dll-files.shtml?msvcp70

Go to Search and enter MSVCP70.dll in the All Files and Folders box.
That might show you where to copy and paste
the new dll.
